Capital Projects and Service Payback Program

Under the Community Development Block Grant (CDBG) Program, funds may be used to undertake a variety of capital improvements, including facilities that are publicly owned or owned by a nonprofit. Capital Projects staff manages funding for capital projects that benefit low- and moderate-income residents by developing or improving properties used to provide public services in low- and moderate-income neighborhoods. The capital projects are identified and authorized by the Mayor, the City Council, and the U.S. Department of Housing and Urban Development (HUD) through the City’s Consolidated Plan. Capital projects have loan agreements with the City that are paid back through the provision of public services.

Projects must (1) meet at least one CDBG national objective (e.g., activities that benefit low and moderate-income persons or areas, aid in the elimination of slums and blight, or address an urgent need); (2) comply with all federal CDBG and City requirements, including historic preservation, building code requirements, and accessibility; and (3) produce public benefits for a minimum of five years.
 

Service Payback Program Unit

Unit staff monitors the benefits and services resulting from the completion of the capital projects referenced above to ensure that project site services are adequately provided for a minimum of five years. These activities include the monitoring of: (1) public services required by nonprofit organization loan agreements; (2) public services provided by nonprofit organizations that lease City-owned facilities; and (3) public social services provided by other City departments receiving federal CDBG funding.
